Magic... the thought of its existence may seem a bit childish, dumb and unrealistic for many people. Sure, even I admit that it seems that way. But it's not... its use and users merely dwindled to non-existence as time passed. Technology, modern civilization and science simply thriumphed over it. People no longer possess latent magic that would let them cast spells, place curses or barriers, such things.
I know only one aspect of magic that still exists: Rituals. Rituals draw magic that floats around us, nature's own latent magic. The ritual circles drawn merely direct the nature to cast the spell in the manner we desire it to. Most common of these rituals, and without a doubt, the most hated.
Gods
Not like gods and goddesses of mythology and religions, that's merely a codename given to them. Gods are created by a sacrifical ritual that's called the Gospel. The sacrifice required? Not much, only two elements. Just a drop or two of your own blood, depending on how much you want the ritual to transmogrify your body. The second element; alive human beings. I guess they weren't lying when they said humans are above animals. If you do the ritual with anything else than an alive human being, nothing happens. If you do it with one, you obliterate that human's mind and body, leaving only two behind. Soul and lifeforce. The ritual than forces the soul to become Atma Matter, a fancy name for a solid soul. The lifeforce becomes the... well, the force of the newly-created God. More humans you sacrifice, more condensed Atma Matter you get and more force the God has. If you use up a lot of your blood for this, the ritual even goes as far as making your body Atma Matter, effectively making you a God.
What the God was like depended largerly on the quantity of the sacrifice you made for the Ritual, and your psyche. Even more so on the latter. Gods reflect your personality, your dominant emotions and attitude. If your views of life heavily change, or you're clinically insane... your God evolves, or devolves. The stronger your resolve, your feelings and your will, the stronger the God. Simple? It is, otherwise we dumbshits wouldn't be able to use it.
Gods have been used for a century and a half now, mostly by the military. They sacrificed war prisoners and criminals in the death row. Even police has used a few, until Gods were banned from use three decades ago because of the human lives it took. I guess even in death row didn't make you "special" enough to be used for the Gospel.
From that day on, us God users were referred to as Disciples, or more affectionally; monsters, murderers, et cetera. My favourite remains as "devils".
Most Disciples are vigilantes, self-promoted heroes or villains, or just your basic criminals. All of us were considered that final one, though. In the eyes of the police, military and the goverment.
I belong to an entire guild of Disciples called Yggdrasil. We do vigilante stuff, eliminating Iscariots who use their Gods to wreck havoc, commit crime and shit. Iscariot is Disciple slang for those idiot sons of bitches who are the reason why the goverment sees us in such bad light.
The leader of our guild is a man called Noah, a real big shot in the Disciple circles. He has a God named Ark, dunno what it does though. Never seen our boss in action, but he manages our motley crew real well and is like a grandfather to most of us, so I respect the old man, despite his age and tendency to call us "infants" when he was pissed.
There are many guilds around, Yggdrasil being one of the oldest. Sixteen years and still running, with the same leader and seniors. Bahamut is another one, a real shady group. They've had a lot of fights with a few other guilds. I've met one of their members, Gideon or something. Paired up with him on a mission once. His God was a fucking flower called Morgenstern. Tch, what a fag. Handled his job well, though.
As I'm more of a solo man in the guild, I don't know much about the other Guilds. But I know there's a big lot of them around, even here in Pandora.
If you wonder who I am... I guess I can tell you, not like it's a secret or anything.

The intro covers up the basis of the setting real well. So, hear me out ladies and mentlegen, no magic unless your God has an ability/abilities resembling magic. Modern weapons are allowed, as long as they're not somehow supernatural. Note here, Gods can appear as weapons. And yes, your characters must be human.
